Monsieur le ministre,
La présente lettre vous est adressée par les membres et sympathisants de Pottal-Fii-Bhantal Foutah-Djallon à travers le monde. Son objet est de vous interpeller sur le sort de Mr. Ibrahim Kane Diallo, le consul honoraire de Guinée à Lomé, Togo qui a été arrêté et porté disparu depuis le 14 juin 2012 à son arrivée à l’aéroport de Conakry. Selon les informations obtenues, Ibrahima Kane Diallo s’est rendu en Guinée sur invitation du président guinéen. A sa descente d’avion, Mr. Ibrahima Kane aurait téléphoné à sa famille pour leur dire qu’il était en route vers la présidence, d’où il aurait appelé sa famille pour indiquer qu’il était en réunion.
Ce fut la dernière fois que la famille eut des nouvelles de Mr. Ibrahima Kane Diallo. Depuis, toutes sortes de rumeurs circulent sur son sort. Sa famille et ses amis vivent dans la peur et le dilemme de parler ou de se taire. Cet état de fait est le résultat d’une tradition de psychose instaurée par les systèmes de terreur que la Guinée a connu. L’arrestation et la détention au secret de citoyens sur la base de rumeurs de complot est la marque déposée de cette terreur qui encore emmure la Guinée dans un passé macabre que tous les citoyens et amis de la Guinée souhaitent abolir. Cette affaire entérine d’avantage l’image de la justice en république bananière que symbolise votre département. La récente mascarade de non lieux des accusés du prétendu attentat de Juillet 2011 et la détention prolongée et illégale de personnes élargies par la cour de justice en est une autre illustration.
La disparition de Mr. Ibrahima Kane Diallo sera inscrite sur le tableau des méfaits de la justice sous votre administration et celle du président Alpha Condé. En tant que Garde des Sceaux, vous n’êtes pas sans savoir que ces actes répréhensibles interpellent directement votre responsabilité.
Notre association vous demande instamment de procéder, s’il y a lieu, à la publication des charges retenues contre Mr. Ibrahima Kane Diallo et de lui accorder les droits que lui garantit la constitution, notamment le droit de visite de sa famille et l’assistance d’un avocat. A défaut vous devez ordonner sa libération immédiate avec des dédommagements sans que cela ne vous soustraie du parjure d’avoir violé le serment de défendre les droits constitutionnels des citoyens.
Pottal-Fii-Bhantal Foutah-Djallon a pris les mesures nécessaires pour alerter les organisations des défenses des droits de l’homme et l’opinion nationale et internationale sur le kidnapping de Mr. Ibrahima Kane Diallo, ainsi que les crimes qui sont entrain d’être commis contre des citoyens innocents sous vos auspices.
Veuillez croire Monsieur le Garde des Sceaux que nous ne ménagerons aucun effort pour que la lumière soit faite sur cette arrestation et que la Justice soit au service du peuple en Guinée.

Mr. Minister,
This letter is being written by members and sympathizers of Pottal-Fii-Bhantal Fouta-Jallon around the world. Its purpose is to draw your attention on the fate of Mr. Ibrahim Kane Diallo, the Honorary Consul of Guinea in Lome, Togo, who was arrested on June 14, 2012 upon arrival at Conakry airport. He has remained missing since then. According to information obtained, Ibrahima Kane Diallo traveled to Guinea at the invitation of the President of Guinea. Upon landing in Conakry, Mr. Ibrahima Kane did telephone his family to tell them that he was heading to the presidency, from where he called them again to indicate that he was in a meeting.
This was the last time the family heard from Mr. Diallo Ibrahima Kane. Since then, all sorts of rumors about his fate have circulated. His family and friends live in the fear and the dilemma of speaking or keeping silent. This situation is the result of a tradition of the psychosis of terror systems that Guinea has experienced. The arrest and incommunicado detention of citizens on the basis of rumors of conspiracy is the hallmark of the terror that still holds Guinea in a grisly past that all citizens and friends of Guinea want to abolish. The case of Mr. Ibrahima Kane Diallo confirms the image of banana republic justice of your department. The casual releases of people accused of the alleged attack of July 2011 and the prolonged and illegal detention of persons that have been cleared by the court is another illustration.
The disappearance of Mr. Ibrahima Kane Diallo is part of the string of violation of justice under your administration and that of President Alpha Condé. As Attorney General, you are well aware that you are directly responsible of these deeds.
Our association urges you to proceed, if warranted, to a proper indictment with charges against Mr. Ibrahima Kane Diallo and grant him his rights under the constitution, including the right to family visits and lawyer assistance. Otherwise you must order his immediate release with compensation without this subtracting to the perjury of violating the oath to defend the constitutional rights of citizens.
Pottal-Fii-Bhantal Fouta-Jallon has taken steps to alert human right organizations and national and international opinion about the kidnapping of Mr. Ibrahima Kane Diallo, as well as other crimes being committed against innocent citizens under your auspices.
You can be assured, Mr. Attorney General, that we will spare no effort to shed light on this arrest and that Justice is to serve the people in Guinea.
