GUINEE

1. Le Secrétaire général se réjouit de la décision du Président Lansana Conté de nommer un Premier ministre de consensus conformément à l’accord du 27 janvier conclu avec les représentants des syndicats et de la société civile. Il se félicite de la médiation de la CEDEAO conduite par le Général Ibrahim Babangida et appelle tous les Guinéens à soutenir l’action du nouveau Premier ministre en vue d’une paix durable et de la prospérité de leur pays. Il se réjouit à cet égard de la décision des syndicats de suspendre la grève suite à la nomination du Premier Ministre, M. Lansana Kouyaté, qui est un ancien haut fonctionnaire des Nations Unies.

2. Le Secrétaire général invite la communauté internationale à renforcer sa coopération économique avec le nouveau Gouvernement en vue de consolider le consensus réalisé qui permettrait de relancer le processus de réformes, les efforts du pays dans la lutte contre la pauvreté, la promotion du développement, la bonne gouvernance, le respect des droits de l’homme et de l’Etat de droit.

3. Le Secrétaire général suit de près l’évolution de la situation en Guinée par le truchement de son Représentant spécial pour l’Afrique de l’ouest, M. Ahmedou Ould-Abdallah. M. Ould-Abdallah s’était rendu à Ouagadougou hier où il a rencontré le Président en exercice de la CEDEAO, le Président Blaise Compaoré du Burkina Faso ainsi que le Président de la Commission de la CEDEAO, M. Mohamed Ibn Chambas et le Général Ibrahim Babangida, Représentant spécial de la CEDEAO pour la Guinée. M. Ould-Abdallah retournera à Conakry au courant de la semaine.

Statement attributable to the Spokesperson for the Secretary-General

GUINEA

The Secretary-General welcomes the decision by President Conté to appoint a consensus Prime Minister, in conformity with the agreement reached with labour leaders and civil society organizations on 27 January. He commends the successful and constructive facilitation role played by the ECOWAS mediation mission headed by General Ibrahim Babangida and calls on all Guineans to support the new Prime Minister and work together in building momentum towards lasting peace and prosperity in their country. In this connection, he welcomes the undertaking by labour leaders to suspend the strike following the appointment of the Prime Minister, Mr. Lansana Kouyaté, who is a former senior UN official.

The Secretary-General calls on the international community to enhance its economic cooperation with the new Government with a view to consolidating the consensus reached, which would allow the reform process and the country’s efforts on poverty alleviation and the promotion of development, good governance and respect for human rights and the rule of law to take hold.

The Secretary-General is closely following developments in Guinea through his Special Representative for West Africa, Mr. Ahmedou Ould-Abdallah. Mr. Ould-Abdallah was in Ouagadougou yesterday where he met the Chairman of ECOWAS, President Blaise Compaoré of Burkina Faso, as well as the President of the ECOWAS Commission, Mr. Mohamed Ibn Chambas, and General Babangida, the ECOWAS Special Representative for Guinea. Mr. Ould-Abdallah will return to Conakry later this week.
